Foster Care and Adoption Services (FCAS)

The Foster Care and Adoption Services (FCAS) of EMQ FamiliesFirst is dedicated to keeping children safe at home with their families.

seal-lgbtIn cases where a child’s personal safety is at risk, the court may ask EMQ FamiliesFirst to place the child with a certified, trained foster family until he or she can be reunified with other healthy family members. EMQ FamiliesFirst will work directly with the immediate and extended biological family to facilitate reunification and permanency. FCAS programs cover counties throughout California. Many counties also offer Intensive Treatment Foster Care. Please check to see what services are offered in your county.

What does Foster Care and Adoption Services do?

EMQ FamiliesFirst places children from birth to age 21 in certified foster homes. These children are unable to remain at home with their biological parents. EMQ FamiliesFirst also provides ongoing support services to foster children and families after a child is placed in an EMQ FamiliesFirst foster home.

Intensive Treatment Foster Care

Intensive Treatment Foster Care (ITFC) offers specialized training and support for resource foster parents to become part of a team of therapeutic services helping youth and young adults to thrive in a family setting and to achieve permanency. Linkage and support to permanent family is the hallmark of these services, with family therapy and other services provided to meet the unique needs of youth and young adults and families. A primary function of ITFC services is to ensure the stability of the child in their foster home, preventing disruptions in the foster family and permitting continuity in the treatment plans of the child. Services are highly individualized for youth and young adults with substantial behavioral and therapeutic needs. Mental health services are supported with contracts from the local county Mental Health Department.

ITFC is offered in Alameda, Contra Costa, Fresno, San Joaquin, Santa Clara and Stanislaus Counties.

Multi-Dimensional Treatment Foster Care

Multi-Dimensional Treatment Foster Care (MTFC) offers specialized training and support for foster caregivers to become part of a team of therapeutic services helping a child to thrive in a family setting and to achieve permanency. Linkage and support to permanent family is the hallmark of these services, with family therapy and other services provided to meet the unique needs of children and families. Services are highly individualized for children and adolescents with substantial behavioral and therapeutic needs. Mental health services are supported with contracts from the local county Mental Health Department.

MTFC is offered in Fresno County.

How does a child receive services from Foster Care and Adoption Services?
A child is referred to EMQ FamiliesFirst’s Foster Care and Adoption Services by the County Department of Social Services or the Juvenile Probation Department.

Adoption Services

EMQ FamiliesFirst is a custodial adoption agency licensed by the State of California to provide a full range of adoption services. (Licensed as FamiliesFirst, Inc.)

The principal goal of the EMQ FamiliesFirst Adoption Program is to provide adoption services to prospective adoptive parents and to special needs children whose permanent plan is adoption. Due to their level of emotional disturbance and psychiatric problems, these special needs children are at high risk for disrupted placements and institutionalized care. We bring all of our resources and expertise to our Adoption Program, designed to assist the children and families become integrated as a family system. Post adoption support groups are also available for families that have adopted through EMQ FamiliesFirst.
